CEO, Founder

Megan Weaver

B.A. Com., SHRM-CP

With over 15 years’ experience in behavioral healthcare industry, Megan has been responsible for leading treatment facility admissions, operations, compliance, and human resource departments for adolescent and adult programs alike.

Megan received her Diploma in Alcohol and Drug Counseling Studies before going on to graduate with honors from Chapman University with a Bachelor of Art degree in Communication Studies with a focus in Communication Law and Marketing. She is also a member of Lambda Pi Eta, the official Communication Studies honor society of the National Communication Association. Megan is also a SHRM Certified Professional (SHRM-CP).

With experience in the development of multiple treatment start-ups, as well as working with existing facilities on strategic expansion across the country, Megan has worked with programs offering all continuums of care to achieve initial and renewal licensure, certification, and accreditation. Her interests include hiking, traveling, and playing with her two dogs Hank and Honey.

Contract Consultant

Maureen M. Hagan

LMSW, LCDC

With over 15 years’ experience in the behavioral healthcare industry, Maureen started her career in Community Mental Health working at the Center for Healthcare services as a field Qualified Mental Health Practitioner. Maureen went on to work as a Utilization Review Specialist at a treatment center in Hunt, TX where she was trained by a leading expert in Utilization Management. She went on to develop an in-house UR and Billing team at a leading treatment facility in Georgetown, TX where she worked in a management position for 8 years obtaining In-network contracts with major insurance companies, while developing systems that increased revenue exponentially.

Maureen is a fully Licensed Chemical Dependency Counselor (LCDC) in Texas. She went on to graduate from Amridge University with a Bachelor of Science degree in Human Development, followed by her Master’s in Social Work from Walden University. She is fully licensed as an LMSW, and is currently studying for her Licensed Clinical Social Worker (LCSW) exam.

Joining Complete Compliance Consulting in 2020, Maureen supports clients by establishing in-network facility and group contracts with all major insurance carriers including Medicaid, Medicare, and Tricare. She also facilitates contract renegotiations and ongoing contract management for facilities to ensure revenue cycle management is optimized.

Director of Quality and Compliance

Jennifer Holbrook

MACP, LCDC, RM

With over 30 years’ experience in the behavioral healthcare industry, Jennifer has held positions as Executive Director, Chief Clinical Officer, Clinical Director, and Compliance Director. She has been responsible for facility operations, clinical treatment and services provided for both adult and adolescent programs providing all continuums of care.
Jennifer has worked as a national trainer and educator in the field of chemical dependency counseling and services and worked directly with national and state agencies on developing professional and facility standards within the field of behavioral health.

Jennifer has her Master of Arts degree in Counseling Psychology, and currently holds her LCDC in Texas. She enjoys working with facilities around the nation, supporting programs efforts towards best practice standards. Her interests include tending to her beautiful 20-acre property just outside of Austin, TX, and loving on her four legged and feathered friends at home.

Director of Administration

Breanna Schwartz

With several years of experience working in the behavioral healthcare industry, Breanna has been responsible for facility administration, human resources management and compliance. Her diverse skill set, and experience makes her uniquely qualified to support facility program operations.

Breanna is currently enrolled at the University of Wisconsin, Green Bay where she is working to obtain her bachelor’s in Business Administration. She maintains honors throughout her coursework and looks forward to graduating and furthering her career in the behavioral healthcare field. Her interests include exploring the Austin food scene, taking her dog Gus to the greenbelt to swim, spending time with friends and family, and hanging with her cat Louie while she watches true crime dramas.
